Within the EU's monitoring framework for the circular economy, 5 thematic areas receive particular attention: (1) production and consumption patterns, (2) waste management, (3) secondary raw materials, (4) competitiveness and innovation, 5) global sustainability and resilience. Numerous indicators are now used to assess the material footprint, resource productivity, total waste production per capita, municipal waste production, share of plastic in packaging waste, waste recycling rates, contribution of recycled materials to the demand for raw materials, end-of-life recycling rates for raw materials, private investment and employment in circular economy sectors, patents relating to waste management and recycling, dependence on imported materials and EU self-sufficiency in raw materials.

Since 2021, the European Commission has focused on two important pillars of the circular economy: eco-design and packaging reduction. Ecodesign (SsbD : Safe and sustainable by-design) is at the heart of goods production, aiming for sustainable product design with an emphasis on improving repairability, reuse and recycling, reducing the presence of hazardous substances, strengthening consumer information or even banning programmed obsolescence. The packaging issue can be summed up in a few figures: 180 kg of packaging waste is produced by each European citizen per year, and almost 40% plastic and 50% paper are used in packaging production in Europe. The aim is not only to introduce sustainability requirements for packaging and labeling standards, but also to impose restrictions on the use of plastic bags (target consumption of 40 plastic bags per person per year by December 31, 2025).

The "Green Deal, Circular Economy and Industrial Ecology" symposium aims to look at research, experimentation and evaluation of circular economy projects and industrial ecology case studies related to the EU Green Deal. The organizers expect several types of proposals.?

1¡ã Feedback on experiences and results from Horizon Europe Projects, focusing on the circular economy and in particular on the development of innovations (low tech vs. high tech) in line with the 10R model (Reject, Rethink, Reduce, Reuse, Repair, Renovate, Remanufacture, Recycle, Recover) or metrics.?

2¡ã Work that focuses on paradigm shifts triggered by the emergence of new models. The circular economy could thus be compared with green growth, the social and solidarity economy, the economy of functionality, degrowth, etc.

3¡ã Reflections on industrial policies and strategies implementing the circular economy. The field of industrial ecology - in particular work on industrial symbioses and eco-industrial parks - could be mobilized from different case studies applied to sectors (construction, agriculture, energy, waste, plastics, etc.).?

4¡ã Work on metrics and indicators for the circular economy, seeking to develop new methodologies (life-cycle analysis, flow-stock models, social acceptability logic) or defining different levels of analysis (micro, meso or macro).?

5¡ã Analyzes the ¡°business models¡± relating to the circular economy and in particular the integration of circularity principles and other related features like efficiency, resilience and/or cooperation. As well as the development of supply chain management models for supply chains, hub logistics where lifespan estimation models increase our understanding of the industrial ecosystems like the manufacturing, textiles, plastics, etc. In this context, digital platforms and other digital tools such as the Digital Product Passport facilitate the exchange of information between the different actors in a supply or logistics chain.

Contributions (2 pages maximum in english) presenting the title of the paper, the author, the institution of affiliation, email, a short abstract (1000 words max) and an indicative bibliography must be submitted by June 21th, 2024 on the Sciencesconf platform https://greendeal2024.sciencesconf.org and to the following address : arnaud.diemer@uca.fr?

Authors will be informed of the acceptance of their proposal on June 30, 2024. Contributions to the symposium will be published in a collective work in March 2025. Two prizes - the Erasme Prize and the Donella Meadows Prize - will be awarded to a senior researcher and a junior researcher.

A special session will be dedicated to posters (PhD students) with a 5-minute presentation.

Lectures conseill¨¦es

<a class="lien_interne" href="/medias/fichier/kim-systems-thinking-tools-pp5-11-fr_1685910245036-pdf?ID_FICHE=1005104&INLINE=FALSE" title="Kim, D. The overall objective is to progress and anchor concepts for sustainable industrial transformation, which foster social inclusion and transparency along with economic sustainability, while minimizing adverse impacts on the environment and society. The result is a demonstration on how to develop indicators for SDG reporting at corporate level. The use cases that are explored technically in WHITECYCLE (WP2-WP5), are thereby?enlarged with a comprehensive sustainability assessment. Generic components of these specific investigations are identified and assessed for their blueprint potential in related industries.

Task 6.1: Stock-taking of data to prepare the evaluation of social, economic and environment dimensions ¨C Duration: [M1-M36] - Leader: HVL - Part.: ERASME, MICHELIN, IPOINT

The usefulness of evaluation results rests upon data availability and data quality. This task ensures that all partners have a joint understanding about data needs, data coverage, potential data gaps, and data quality. Starting with a survey to WP6 task leaders, T6.1 identifies input requirements and user rights for the chosen methods of T6.2-6.5. Building on this information, metadata schemes are developed, linking to the project¡¯s FAIR DIP (WP0), international reporting standards, and developing a joint ontology across WP6 tasks. The final part of T6.1 is dedicated to developing standards for transparent reporting of data and results. This covers the tracking of the provenance of data and checkpoints for the transparent communication of WP results within the project and beyond (in compliance with GDPR and IPR). A first delivery will be done to WP0 by M5 for inclusion in the DMP by M6. A final version will be provided by M36 for inclusion in the final DMP.

Task 6.2: Assessment of environmental dimension (Life-Cycle Assessment) ¨C Duration: [M1-M48] - Leader: IPOINT - Part.: ALL

This task performs a comprehensive environmental life cycle assessment (LCA) of the WHITECYCLE solutions and compares them with conventional alternatives, accounting for the complexity of the materials (incl. potential recyclability of end-of-life components) and criteria for technical performance (e.g., impact on the durability of materials). The LCA follows a cradle-to- gate framework and will focus on the following environmental impact categories: GHG emissions (carbon footprint, in particular biogenic carbon), primary energy demand (energy footprint), water use and consumption (water footprint), land use, as well as impacts on human health and biodiversity. Results will be used in an iterative approach along the project to i) guide the development of the investigated value chains towards more sustainable solutions, ii) quantify the potential benefits of the WHITECYCLE solution compared to alternative technologies (baseline), and iii) help future suppliers and customers make more informed decisions.

Task 6.3: Assessment of economic dimension (Life Cycle Cost, market¡¯s structure, Circular business models) ¨C Duration: [M1 - M48] - Leader: ERASME, IPOINT, - Part.: ALL

This task analyzes causal relationships between cost-benefit analysis, market structures, and firm-level economic performance to support circular economy Framework oriented innovation (Blomsma & al., 2019). We start with an R-framework (4R to 10 R, Kirrchherr & al., 2017) to map the existing and proposed Circular Economy strategies and to foresee how they influence the viability of value chains for the WHITECYCLE innovation cycle. Next, we cross the economic analysis with the analysis at three spatial scales (micro, meso and macro) to elicit generic interactions. Thirdly, we develop economic indicators (such as variables providing relevant information for decision making, company-level reporting of SDGs), differentiating between end- product production (economic efficiency), consumption, waste management and production of secondary raw materials (EC, 2015), and by adjusting them to the different properties of innovation process (Input to T.6.5). A focus on creating value for the different actors in the value chain will be designed to ensure acceptance of the circular technologies by the full value chain. Life Cycle Costing (LCC) and economic analysis of selected WHITECYCLE processes will be carried out. Overall costs of the process related to the production, use and end-of-use will be assessed.

Task 6.4: Assessment of social dimension (Societal impacts and social acceptance) - Duration: [M13-M36] - Leader: ERASME - Part.: HVL ¨C Part.: ALL

This task assesses social impacts of WHITECYCLE innovations and potential issues for social acceptance. We define social aspects as all parameters, indicators or issues related to the social relations between individuals and between individuals and society (Diemer, 2019), and we apply social aspect classifications established in the Social Life Cycle Assessment (SLCA) methodology (Jorgensen & al. (2008), Dempsey & al. (2011) and Ellen McArthur Foundation (2015). WHITECYCLE use cases are investigated in the light of SLCA indicators and Sustainable Development Goals. The analysis is informed by the following empirical methods: At micro-level, we establish focus groups and communication channels within the MICHELIN, MANDALS and INDITEX companies to analyse the degree of social acceptance and diffusion of innovation. At a meso- and macro-level, we identify key stakeholders through an influence-interest matrix, eliciting stakeholder insights through semi-structured interviews and participatory scenario building exercises with the aim of creating value for citizens and consumers. As an input to T.6.5, the task contributes with suggestions for indicators of the social dimension.

Task 6.5: Stock-taking of assessment results (Impacts Cross-Matrix of Complex System) - Duration: [M1-M48] - Leader: ERASME - HVL - Part.: HVL, IPOINT

It integrates the results from environmental, social, and economic evaluations and maps the interactions between flows and stakeholders. Systems thinking and system dynamics modelling are used to identify systemic behaviour patterns, leverage points of intervention (Nedelciu, Diemer, 2020) and to develop company-level SDG reporting. Moreover, a systemic analysis of different circular business models (Diemer, 2020) is launched to lay open potential controversy between technological centralization of global chains and territorial de-centralization priorities.

Task 6.6: Development of an online IS platform enabling an automatic calculation of a feedstock¡¯s environmental impact and its compatibility on CARBIOS recycling process ¨C Duration: [M1-M48] - Leader: MICHELIN - Part.: IRIS, SYNERGIES

Development of an IS solution able to automatically give a feedstock an environmental score based on LCA calculation made by IPOINT and the ability to be used on the CARBIOS process. The IS system will be connected to the RECYCLE platform (from Refashion) which already makes the inventory of different recycled feedstock and recycling solutions available. Today, the challenges of the city are multifaceted, and include energy consumption, food, water and waste management, biodiversity preservation, and CO2 emissions via a carbon budget... These several challenges suggest that a systemic approach is the basis for a new form of urban system modeling. Moreover, the implementation of the Sustainable Development Goals (SDGs) in 2015 (and more particularly SDG 11 Sustainable Cities and Communities) as well as the enthusiasm of cities to implement a circular economy policy by 2030 clearly raise the question of the tools likely to identify the dynamics of the city ecosystem and the scenarios that should be considered. Finally, beyond the tools themselves, public decision-makers will have to produce dashboards (and therefore set up a data platform) that are likely to evaluate public policies in 2030 and 2050.

The CNRS "Urban Circular Systems" school intends to bring together a community of scientists from many disciplines (economics, geography, political science, mathematics, statistics, physics, sociology...) likely to meet these challenges. This group sought to define the physical limits to population growth and the constraints resulting from their economic activities on the planet. The problematic of the authors of the Meadows report (1972), with the evocative title "Limits to Growth", was defined as follows: "In this context, men are confronted with strangely irreducible and equally elusive theories of problems: Environmental deterioration, institutional crisis, bureaucracy, uncontrollable urban sprawl, job insecurity, alienation of youth, increasing rejection of the value systems recognized by our societies, inflation and other monetary and economic disturbances...These seemingly different problems have three characteristics in common. Firstly, they extend to the whole planet and appear there from a certain threshold of development whatever the dominant social or political systems. Second, they are complex and vary according to technical, social, economic and political elements. Finally, they act strongly on each other in ways we do not yet understand" (1972, p. 139). In order to obtain a general assessment of the world situation, the MIT group chose a specific analytical method, developed by Forrester (1971), called system dynamics. The latter would allow a graphical and numerical representation of all planetary relationships in easily understandable terms. The main objective of MIT was thus the recognition in a global context of the interdependencies and interactions of 5 critical factors: population explosion, food production, industrialization, depletion of natural resources and pollution.?

Despite some criticism from economists, Limits to Growth quickly became a best-seller, translated into several languages and whose main results (the collapse hypothesis) were reported in the Press. Limits to Growth will be reissued in 1992 and in 2002, the simulations of the model will even be the subject of parallel works, reiterating the numerous conclusions of the original report.?

The organisers of the International Colloquium "50 Years of the Limits to Growth Report" intend to celebrate this anniversary by proposing to the contributors to focus on the following issues?

1¡ã A presentation of the social, economic, environmental and political context in which the Limits to Growth report was written. They have generated a vast literature and many controversies, the most famous is the criticism from William Nordhaus (1973) against the World Dynamics model (Forrester, 1972). In his article entitled ¡°World Dynamics Measurement Without Data¡±, Nordhaus (1973) highlighted six critical points: "What is the overall impression after a careful reading of World Dynamics? First, the dynamic theory put forward in the work represents no advance over earlier work... Second, the economic theory put forth in World Dynamics is a major retrogression from current research in economic growth theory... Third, Forrester has made no effort in World Dynamics to identify any relationship between his model and the real world... Fourth, the methodology of modelling in World Dynamics differs significantly from other studies of economic systems...Fifth, the predictions of the world's future are highly sensitive to the specification of the model... Sixth, there is a lack of humility toward predicting the future" (1973, p. 1183). Therefore, urban dynamics related to the efforts of actors, such as citizens, associations, businesses and local authorities, to develop strategies that put creativity, participation, co-construction and cooperation are of particular interest (Nedelciu, Diemer, 2020). While studies of urban dynamics have often been reduced to issues of housing, mobility and employment (Pumain, Reuillon, 2017; Yang & al., 2017), new challenges have emerged at this level. Namely, the management of resources (fossil fuels, minerals, biological resources, etc.), which the city takes from the environment, the waste produced by the transformation of natural resources into consumer goods and services, the damage caused by related production and consumption processes to the climate, air quality, soil and social aspects - gender equality, social equity, access and quality of education (Raworth, 2017). Cities have thus developed new strategies to address those challenges, which can be understood as paradigm shifts (Carta, 2017). One strategy is to apply the circular economy concept in its holistic dimension (Arnsperger, Bourg, 2016). While waste reduction remains a priority, it combines technological and industrial transformations with powerful levers for socio-economic transformation (Pla-Julian, Guevara, 2019). Thus the goal is to support this transition, which will be accompanied by social, economic, cultural, political and ideological change (Bag, Pretorius, 2020).

<span style="font-family:"Times New Roman"">The overhall objective of IATB LOOP is to develop a multicriteria toolbox to evaluate public policies for implementing circular economy.

L'¨¦conomie circulaire est d¨¦finie comme ¡°an industrial system that is restorative by intention and design.
